“Anybody who had the privilege of knowing her would tell you she's just full of life,” Le's brother-in-law, Stuart Gates, said. “Not to sound cliché, she would just brighten up a room when she would walk in. She had an amazing quirkiness about her that was irreplaceable.”

In addition to Le, the crash took the lives of Jamie West, 27,  and 35-year-old Steven Craenmehr, who were both pronounced dead at the scene.

According to police, Rashad Owens, 21, plowed into pedestrians when he fled from a police officer, speeding down a section of street that had been closed down for the festival.

The incident left more than 20 people injured.

As previously reported, Owens will face multiple charges of capital murder and 23 counts of aggravated assault.
